BDA Managing Director Steffen Kampeter explains the failure of the Citizen's Income Act in the Bundesrat:
Berlin. November 14, 2022. "It is a sign of democracy in action that it is now the turn of the Mediation Committee. Now the birth defects of the Citizen's Income Act must be eliminated.
One thing is clear: We must help the people who need the support. However, we should not set the wrong incentives by making changes to waiting periods and sheltered assets - and thus support those who can help themselves. Clear obligations to cooperate must continue to exist. Anything else undermines trust in the welfare state among those who go to work every day.
Clear rules that everyone understands are also needed. Trust time, cooperation time with and without legal consequences, arbitration procedures - all this is far too complicated and too far removed from the reality of people's lives.
The central point is that the incentives to take up work must be further improved. Then the job centers can focus on qualification, coaching and support for young people."
