Our specialist departments are the face and heart of the BDA's representation of interests and political work. Our experts place the concerns of our member associations and thus the companies at the centre of their work.
BDA personnel work from A-Z. In the Human Resources Unit, we are available as your contact for questions relating to recruitment, personnel support and development, employer branding, personnel planning and strategy as well as further education and training. One of the special focuses of the department is the promotion of young talent. With our commercial apprentices and our trainee program, we get the next generation ready for a career in the association.
The Organisation department is the commercial department of the BDA. The tasks of the four departments CRM/QM, Purchasing and Services, Finance and IT Services are coordinated here and cross-departmental issues are agreed. It is also responsible for issues relating to the organisation of the association, association law and association tax law, as well as the management of the employer's property company.
CRM and Quality Managemet
The department looks after the powerful address database, controls the dispatch of circulars, mailings, invitations etc. via distribution lists and features, supports the departments in setting up electronic group rooms and ensures the quality objectives of the BDA by means of training courses, among other things. In addition, the unit is an important interface between purchasing, IT and finance.
Purchasing and Services
With the support of Facility Management, the department ensures the functionality of the association's building, is responsible for occupational safety and health issues, purchases special goods and services for the BDA, provides support at events and ensures compliance with corporate design specifications. The library contains 15,000 stock items on the collective focal points of labour, social and collective bargaining law and the history of employers' associations.
The department monitors the flow of funds within the organisation and informs the head office in the event of any anomalies. Controlling routines ensure that the contributions are used in accordance with the requirements of the members. The budget, the contribution rules and the annual accounts are drawn up by the department and submitted to the relevant bodies for discussion or examination.
The unit manages all IT-supported services and ensures that the systems are further developed in line with requirements. Together with the IT service providers, the functionality of the more than 30 services in the cloud is ensured and support is provided for our employees.
The Social Protection Department deals with all topics that are relevant to employers in companies and from fundamental social policy considerations in the areas of old-age provision and health. In addition to statutory pension insurance, this also includes occupational pension schemes, statutory and private health and long-term care insurance, as well as accident insurance and the law on contributions and registration. The department also deals with issues relating to safety and health at work and good work design and research.
Other relevant issues include the employer registration procedure, compensation under the IfSG and the reduction of bureaucracy in the collection of social security contributions.
In addition, we are striving for better involvement and strengthening of the role of the social partners in the standardisation process of personnel management, taking into account the limits of collective bargaining autonomy.
Labour Law and Collective Bargaining Policy
The department of labour law and collective bargaining policy focuses on all central aspects of labour law, including collective bargaining law, collective bargaining agreements and industrial action, works constitution and corporate co-determination, protection against dismissal, mobile work, working time, part-time work, temporary work, fixed-term contracts, maternity protection, family care time, parental leave, holiday law and references to European labour law, as well as the reduction of bureaucracy.
The department accompanies all legislative procedures in the field of labour law. It coordinates the legal policy positioning of German employers. It provides comprehensive advisory services for members, analyses the impact of legislation and case law on practice, produces publications and organises seminars, webinars and specialist conferences on current issues. The editorial support of the Zeitschrift für Arbeitsrecht (ZFA) and the Sammlung arbeitsrechtlicher Entscheidungen (SAE) is also part of the department's tasks.
Collective bargaining policy is at the heart of the BDA's work as the umbrella organisation of German employers' associations. The Collective Bargaining Policy team is the point of contact and service provider for the BDA's member associations and their members on all collective bargaining policy issues. In addition to a network for cross-sectoral exchange, we offer information, advice and services on the topics of collective agreements, pay and working time policy, further development of the collective agreement landscape, minimum wages, industry minimum wages, declarations of general applicability, the Posted Workers Act and home working. The BDA's Collective Bargaining Service supports its members with collective bargaining analyses, a collective bargaining database and our collective bargaining archive.

The team of the Labour Market Department deals with all topics related to labour market and employment policy. Our goals are to secure young talent and skilled workers for the German economy against the backdrop of demographic development and structural change caused by digital and by setting a course against global warming, as well as to create opportunities in the labour market for all. We are also actively working on this in the self-administration of the Federal Employment Agency. We are committed to the inclusion of people with disabilities, the improvement of vocational rehabilitation, more employment for older people, a better reconciliation of family and career, and more equal opportunities for men and women in the labour market. At the same time, we want to promote the immigration of foreign skilled workers and make even greater use of the potential of people with a history of flight.

The European Department of the BDA continuously analyses what current legislative proposals of the European Union would mean for the German economy and jobs.Our main focus is on the economy, labour market, social affairs and education. Especially labour market and social policy issues have gained increasing importance in EU policy over the last decades. Here, the European Department advocates the principle that social progress only works on the basis of economic success. Overarching issues are also not left without the BDA's say - especially where we need more Europe: What direction will the European Union take in the future?How should the internal market, how should the economic and monetary union develop?
