BDA-CEO Steffen Kampeter on the trilogue agreement on the eDeclaration:
EU takes first step towards reducing administrative burdens
Berlin, 24 June 2026. “The trilogue agreement is an important step towards simplifying labour mobility within the European Single Market. In future, companies will be able to handle posting declarations for employees in a more digital, standardised and less burdensome way.
However, there are crucial flaws: participation in the eDeclaration must be mandatory for all 27 Member States. Member States must not be allowed to maintain parallel national systems. Companies want to work with a single portal across the EU. The reporting burden could be significantly reduced through fewer mandatory data requirements.
A genuine breakthrough in cutting red tape will be achieved when all EU Member States join the eDeclaration system and the A1 certificate can be applied for at the same time. A simple, digital and Europe-wide standardised process for labour mobility strengthens the Single Market and provides tangible relief for businesses.”
