Fundamental Structural Reform of Long-Term Care Must Now Be Tackled
Berlin, 30 September 2026. “The Federal Minister of Health has held firm and defended the core elements of the care reform against political opposition. A general increase in contribution rates has, for the time being, been averted. Benefits will be aligned more closely with actual care needs. It is also right that the contribution assessment ceiling should not rise beyond the level applied in statutory health insurance.
However, the concessions made to the SPD come at a price: the measures are not sufficient to close the long-term care insurance deficit next year. Parliament must make further improvements in this regard. The legislation remains little more than a temporary fix. A fundamental structural reform is indispensable. The planned commission must demonstrate how expenditure can be effectively limited so that long-term care insurance remains affordable in the long term.”
