Curb expenditure dynamics swiftly – profound structural reforms are essential
Berlin, 19 December 2025. “The compromise on the savings package is nothing more than a plaster on an open wound for those paying contributions: It is positive that an agreement was reached at all. However, the fact that the mini savings package has been further reduced and will no longer provide lasting relief speaks volumes and highlights the lack of political will for reform in certain quarters. Nevertheless, the Federal Minister of Health deserves respect for introducing the first stabilisation law in the healthcare sector in years.
The savings achieved are far too small to sustainably stop the financial haemorrhage in the healthcare system. We urgently need a comprehensive spending moratorium. Price and fee increases must be consistently linked to revenue developments. Only in this way can the dangerous expenditure dynamics be quickly contained.
Next year, profound structural reforms in the healthcare system must follow. The employers’ proposals for therapy have long been on the table in the Health Finance Commission.”
