

On the occasion of the coalition committee's agreement on the reform of the citizen's income, employers' association president Dr. Rainer Dulger states:
Starting signal for a genuine renewal of our welfare state
Berlin, October 9, 2025. "The coalition has agreed on a realignment of basic social security. This must be the starting signal for a genuine renewal of our welfare state. Greater fairness and justice, combined with better integration into work, are the right course of action. It is crucial that this course is now swiftly translated into a practicable legal text so that job centers remain capable of acting.
This must be followed immediately by the announced reform to strengthen work incentives. The Welfare State Commission has a responsibility to lay a solid foundation by the end of the year. The current combination of social benefits and part-time or mini-jobs is too attractive: those who work more end up with hardly any more money in their wallets. This must change so that performance is worthwhile again.
