Care needs structural reforms – no more business as usual!
Berlin, 11 December 2025. "The solutions presented today are more than disappointing. They remain vague and provide no answers as to how the contribution rate can remain stable and how care insurance can be financed in a way that is fair to all generations.
The meagre results show that there is no point in avoiding uncomfortable political decisions by convening commissions.
Now is the time to make up for lost time and finally take action. We cannot continue as before if care is to remain affordable. What we need are genuine structural reforms with more personal responsibility in care provision and a ‘sustainability factor’ that takes into account the development of the number of contributors and people in need of care when adjusting benefits. In addition, there needs to be a clear distinction in the financing of benefits: tasks outside the actual care risk must no longer be financed by contributors, but should be financed entirely by tax revenue."
